Ok, will do it and report here :)

EDIT:
Ok, tried to pull pin1 high, amiga boots but ide isn't working,
Pulling pin1 low doesn't allow card to work, power led remains dimmed...

Did you make sure to lift the pin off the pad? otherwise you short IOR high.

Yes if you set it low then its not gonna boot thinking about it.. Just to be sure this is pin 1....

Sorry no just lift it and connect it to pin 2. Sorry if the Diagram is misleading.

Ordered some goof flux and kester solder wire

Its very confusing but lift pin 1 and attach it to pin 2 and nothing else. Essentially DIR pin should not be attached to IOR, That was a mistake.

Ok here is my update:
done like Stephen said (lifted Pin1 and connected it to Pin2) - card is fully working now!

u removed all rns underside the ide and polulate ics? plus lift pin 1 and tie to high
