I would say the TOS in STfm has slower blitting functions than in STe.
Bear in in mind STfm TOS has less space than STe's one - 192k vs 256k.
Atari did some optimisation in order to fit the TOS in 192k (like using LineF functions), which are not present in STe TOS. It could have an impact onto performance figures.
The BLiTTER should has exactly the same timing in ST and STe. The only difference is Mega STE, where due to cache, every blitter pass has additional bus mastering cycle.

Also numbers suck like your seeing if acc's and programs are in startup. This is with XBOOT only, no acc's.
