I once had similar problems with a Mega STE and I was looking for a fault and can not find one ... (habe mir einen Wolf gesucht)
With a thin and fine needle I went directly with the multimeter to the contacts on the PLCC 68k chip and not to the contacts of the PLCC socket. All looking good but I found a pin that had no or very last contact. So I order a gold atari like PLCC socket from BEST and the problem was fixed ...

@HigashiJun Another socket I have here (new) is ~8.1mm high, but it has "tabs" on the bottom I guess you could break off ? It would be 6.5mm then , BUT, you would need some card under the socket to stop the pins shorting out on the motherboard.

I still have another one but I am not really keen on soldering it, as I might encounter the same problem I had with the first one.
