STFM - White and Yellow Scrambled screen

Hi Folks,

Just got myself an Atari 1040 STF - after a very long time. When I power it on for the first time from the PSU it consistently locks up with a white screen with pale yellow random graphics on it. if I use the reset button it starts up fine - everything works and she is very reliable. However, if I power off from the mains, same problem - 100% repeatable.

Any ideas? Ive swapped the PSU - same issue. Caps visually look ok but I assume thats where Ill be directed next?
