This sounds like a great venture, hope it works out well for the guys.

But if it's arcades you're currently wondering about - which are open - there's the Retro Realm in central Walsall, which has been trading now for a while and is good. I've known the guys who are based there for some time and also know the guy who supplies most (if not all) of the cabs for bit under 20 years or so now.

Further north, there's also Arcade Club. My wife and I visited their location at Bury (but they've got other locations elsewhere too) and it was an amazing experience. Somewhere to definitely go back to, despite the long car journey.
