At this time, it is unfortunately not possible to whitelist users when your IP changes constantly.
You may inadvertently get banned because a previous attack may have used the IP you are now on.
So I suggest people only use fixed IP address devices until I can think of a solution for this problem!

What EmuTOS download for my Atari 1040STE with 4MB
The main webpage https://emutos.sourceforge.io/download.html takes me to a download "emutos-512k-1.4.zip" that has ROM files which its readme.txt file says are only compatible with Atari TT, Falcon and emulators of those. From the webpage https://sourceforge.net/projects/emutos ... mutos/1.4/ which download should I choose that will have .rom files I can split into two hi and lo files. Which in turn I can write to 128KB AMD AM27C010 dip 32 eeproms.

You want emutos-256k-1.4.zip
STE only supports 256K ROMs. Split into high and low bytes, that's your 128K (1Mbit eproms)
