Boot CIA Problems A600

Hi I have an amiga 600 that boots intermittently, I have used the diag rom and the CIA test failed I have replaced the CIA chips (Both) again this test seems to fail intermittently. I recapped the board and I am still getting the errors, the psu I am using is a new meanwell, I visually checked the board and all seems OK.

Any help would be appreciated, this is driving me mad, also the amigatest kit wont boot (see first 2 pics) see errors attached
