Customs declaration service ?!

I just got this letter from the tax office.. Can anyone translate WTF it is on about ?!

It seems to be a new UK customs service but whether or not small businesses and individuals need to use it is a different matter.
But it seems to be simplyfying the import and export process ... allegedly!

Spent about two hours going round in circles trying to sign up. Only to get right to the end and say I am already signed up FFS. then why send me a bloody letter telling me to sign up in the first place.

I remember I had to get a EORI number to get the DB19 connectors a few years ago. So that must be why the account is already set up. But I think I still pay the money to FedEx anyway. Don't really get what's going on.

One video says to complete import declaration followed the simple 10 steps.. Then loads of links going down into rabbit holes as usual.. I don't see how that is making anything any easier or quicker so far.
