Falcon 030 diag cart issues

Anyone seen this before on a falcon with diagnosis cart

I'm looking at a falcon I got from Germany. It's just baffling.

Without diag cart the Computer is dead ?

I sent it back to Germany, it wasn't well. Sometimes it boots, sometimes it didn't.
