Picked up an 520ST a couple of years ago (finally got around to testing it, and I have zero ST knowledge).
The ST has a 4x30 pin socket board fitted, with 2 populated slots (I'm assuming this is a 512k memory upgrade). I'm using a SCART to Atari lead, and 720 TV (Television works prefect with my Amiga).
At boot-up, all I am getting is a white screen. The internal floppy drive clicks (like the Amiga) but nothing else.
Do I need a boot disk, or is this rom/memory issue?

Can you see if your screen is in 60 or 50Hz? For this to help I must also know if your ST is an NTSC or PAL model though :)

Without a floppy disk in the drive, it takes a long time for the desktop to appear. Or even if the drive is defective. You need a DD 720kB MSDOS Floppy disk ...

It can take one minute to get to the desktop without a floppy in the drive, so make sure you wait long enough.
I have seen ROM problems give a white screen in the past, but until you've allowed it enough time to boot, it's difficult to say.
