Mega STe Phihong 5341 just pulsing

Any suggestions on what to look for here? All of the voltages are just pulsing, the fan pulses too, although that is currently disconnected. I have replaced many, but not all caps, no obvious bad components/caps. When I first turned it on, I believe I heard a buzz or snap like a discharge, don't hear anything now. Since the supply pulses I would assume T1 is still good, maybe an active part failure on the primary side? Don't have a lot of experience with SMPS so any suggestions would be helpful. It is a Rev A, and all tests were done with the supply out of the Mega STe. Thanks

I would suggest loading the PSU with a couple lamps or brick hard drives etc and check voltages first... As the fault may be on the MSTE not the PSU...
