Every single ST I've disassembled has the letters BURS scribbled in blue permanent marker across the top of the modulator shield. Does anyone know what this means? The curiosity is really getting to me.

You said modulator shield, did you mean that or Shifter cover? The only people I can think to ask is Brad BeST and Steve Wiztronics as they've both been around long enough, but getting information out of those two is like pulling teeth. But I'd like to know before this info is lost forever. :/
