In the ide, one of the data lines was bad. They replaced a single resister to fix it. On the 5 volt rail. Nothing was wrong with the motherboard. It was the PSU..

I could have sworn you said the 5v lines on the motherboard were shorted to ground. I guess you were just not using the multimeter properly?

I was getting no volts on the 5 volt rail, but it was because of the PSU.
