Well, maybe, but the standard rpi os image file was successfully written and booted off that same sdcard.
Some of the image writing tools warned me about the image not being bootable. Anyway, everything was solved once booting a clean RPi OS and installing xc3sprog on that.

Yep, PiOS + xc3sprog, then 5V from Pi to the connector between the CPU pin rows.
