Have you reseated the ROMs and the keyboard controller chip as well? And cleaned them of course?

You could also try swapping the chips with one of the board that is working.

Easy thing to try first.

"I removed, cleaned and reinstalled the socketed chips but
that made no difference."

"I then replaced the socketed chips with known working ones
from another board and that also made no difference."

Could be the PZIP RAM that is soldered in then.
