AMD says that it is working on fixing the Ryzen stuttering issues, the bad news is that it is going to a while for it to arrive. The chipset maker will provide a system BIOS update to patch the fTPM performance issues, and expects a fix to be available in early May, 2022. The microcode for the firmware will be based on AMD AGESA 1207 or newer.
I have a disk that does that too, when I click on the D drive it waits about 5 secs before it spins up and then I can access it. Then after an hour or so it sleeps. There is a work around by using an app called NoSleepHD which prevents the disk from sleeping by writing a 0 byte file to it..

The advanced power management appeared as an option in the hard disk drives supporting ATA/ATAPI-4 or higher standard. Change of its value from 1 to 254 allows regulating the performance of the HDD and, thereby, to save energy of power supplies
I did run a in depth sector scan on my hard drive and it all passed fine. So it has been put back in service as my main backup drive now.
