Few more bits done.. 3.3V regulator, RS232 IC, LS02, Reset IC, simm socket & DAC.

So far it looks like IC11 next to the SMT GLUE (ROM _CE) is in upside down 
EDIT:
Looks like my IC6 is faulty
RESET & HALT inputs are both switching, but HALT is not. Its pulled up to 5V with 1K and is there. its not shorted to GND. But it is low all the time 
Also I had to remove the 3.3V regulator as it was getting red hot.

I have lifted up the HALT pin, and replaced the LS11... I am seeing bus activity and ROM OE switching... but still nothing on the screen.. The keyboard light is not flashing either.

The diagnostic cartridge gives a consistent output of garbage every time though
