From this I strongly suspect D0+D1 are shorted, and/or BD0+BD1, on the chip U103.
If you can, I would continuity test with a multimeter for shorts, but you'd need very thin probes and good eyesight or magnification. It can be quite hard to spot shorts on these by visual inspection only.
And if you do, I would test all pins against their adjacent ones on both U103 and U106 while at it. The rate of assembly error so far on these two are >50% :)
Before digging out the hardware, you could test this:
Press the NMI button like before and then run these commands and post the serial log.

Yeah D0 and D1 are fishy, possibly shorted together.
