Just to be sure, could you print the full path where the plugin files are located ?

ok that's good.
A last idea from me, close all gedit windows, and start it from the terminal, to check the terminal for error messages related to plugins. If nothing suspicious, go the the plugin list in the preference dialog, in the hope it print a meaningfull message.

Im not sure what happened. I opened gedit from the terminal (no messages) and the folding plugin was now in the Preferences>Plugins screen.
Previously, I was using 'open with' when selecting a test document. Perhaps it just needed running from the terminal?
Who knows? Anyway, its finally working!
Just tested on a normal text document and Alt+Z is working as it should.
