I fixed it... I hope the problems end here.
A user on the Atari Forum passed me the .JED file to write to a normal GAL16V8D and I substituted it for the PAL, which I discovered was all 1, probably canceled by the CPU short circuit last summer.
Ultimately it was the Real Time Clock circuit that was causing these power up problems.
Thank you all and to you @derkom who gifted me the LCD screen. I really don't know how to thank you.
Now I'm slowly reassembling, piece by piece my beloved STacy... I think it will be the Atari that I will use the most among those I have :-)
This is the .JED file for the RTC, if anyone could help. Just strip that trailing .txt before writing it.

Intro retro computers since before they were retro...
ZX81->Spectrum->Memotech MTX->Sinclair QL->520STM->BBC Micro->TT030->PCs & Sun Workstations.
Added code to the MiNT kernel (still there the last time I checked) + put together MiNTOS.
Collection now with added Macs, Amigas, Suns and Acorns.

I will now follow up with your upgrades starting with replacing the original HD. I have both an internal BlueSCSI (but it seems not the best for the Atari as I can't set the LUNs to show them as SCSI-IDs) and a SCSI2SD; I still have to experiment with this one. I wouldn't want to spend more suns, for example taking an internal ULTRASATAN, because I know this would be fine.
