The bit you wrote about needing identity documents gets me. Some months ago Ebay blocked my account for using different IP addresses, citing that as being an indcation of a security breach. It is nothing more than me deciding myself which IP address I use. They wrote that I need to identity myself, I wrote back that I do not identity myself. Haven't done so, won't do so. They must be retarded.
That's crazy. What about people on Starlink which massively change IP address. It cost me £50 to sign up to Google play. It would take years to get my money back on that alone. Google doesn't seems to care the amount of work they cause people now. Frankly Google should be paying us to update stuff as it's what they demand. I'm working 100s of hours for free to basically build their platform. I'm not playing those games anymore. Spent some hours recently as they changed the sitemap layout or something. Never knew anything about it and more free work I'm doing. Google will be a waste land soon like eBay.
My one and only tablet from 2014 hasn't worked for years for the same reasons you mentioned. I won't get a new one. The only way to be free of these hoops you have to jump through is to not jump at all.
Google changed the policy that if a OS is a year out of date your app gets pulled if you don't disable installing on "out of date" tablets. How that's even legal is beyond me. Imagine the amount of people who have to keep buying new tablets and the amount of e-waste it generates.
I'm on my 3rd tablet now. I'm not buying another. I looked into it and there are more open source tablets but they cost a lot more. I'll try and hack my current one and see if theres any lightweight Linux distros I can use. I only really use a browser on it.. I don't care about anything else. Plus android I'm starting to really hate. Stuff doesn't work right or they keep messing with the GUI which progressively gets worse each update. Writing a efficient GUI seems to have become a lost art over a decade ago. Same with websites.
EDIT
We will probably need identification documents to submit site maps to Google next.
