Well i reflowed the mouse and joystick ports as shown in the article referenced earlier by reheating the solder around each of the 9 pins but still no dice on the keyboard and mouse(still not working).

Actually I'm not entirely sure if the keyboard is working or not. I don't know of a way to open any apps that would let me test the keyboard separately from the mouse. It could be that the mouse is not working so maybe I need to look for a replacement mouse that I can test separately which is holding up testing of the keyboard.

At this point I am going to look for a mouse replacement so I can test the mouse port, maybe that is the holdup now. I am also thinking about replacing the keyboard ic and ordering a diagnostic card to help with the problem.

So close now, I'm not going to give up now.

If you boot to the GEM desktop using a blank disk the system will make a sound when you press keys on the keyboard. If there’s no sound then the keyboard isn’t working

So, either the keyboard is dead or there’s no communication over the serial link between it and the rest of the system.

First check connectivity of the +5V and ground on the IKBD connector on the motherboard.

Beyond this you’ll need an oscilloscope to check for signals on the connector.

I'd also reflow the keyboard connector on the mainboard just in case, but I have had issues before with the wiring on the keyboard from the plug, so always worth checking continuity on that if you've not already.

I's also check the keyboard PCB for signs of cracks and other cracked/cold solder joints.

Unfortunately I don't have access to the equipment you are referring to and am a relatively new person to soldering. So I don't have a clue with regards to the tests and pcb checks being described here.

At this point, I may just put this project on hold unless I can find someone here in the States that I can ship the computer to in order to repair the keyboard and mouse or some other solution presents itself that can be done as inexpensive as possible.
