@PaulJ has a good point actually.. A PC PSU could deliver 50+ amps before it trips out.. It could literally burn the tracks off the board...
This is again why a low resistance meter is good, as even down to milliohms , you can get pretty close to the area the short is at... Its the easier way of debugging.. Otherwise, you have a lot of guesswork and desoldering to do... If your not good at soldering then you could cause additional damages...

I cleaned out the board with alcohol, and then blew it with compressed air, and now it boots. IT was my last fix before I started desoldering. THANK goodness. No idea what it was. I spent hours examining the board, something under ones of those caps maybe??
