Possibly either. But seems to be isolated to the built board.

I’m concerned If these F7xx are this fragile they aren’t fit to be used in anger.

EDIT: not PSU as I’ve powered it all up with a monster accurate power supply and still get the same response.

Got it.. needed to set these settings in ST Link Utility

I've posted you a board. there are three resistors you need to solder on before you put the DB23 on. i'll give you details later.
