EDIT - I found a 'No Colour' thread, but there was no conclusion. I need to have a poke around the colour encoder circuit, which is IC10, IC14, IC15 & IC16.

RGB output is perfect, so I know it's something to do with that circuit, it may also be worth trying it on UHF to see if that's also affected, though I think it will be.

OK, so it's fixed.

There have been a few dead IC's on this machine, I wonder if it was overvolted at some point.
