It was the caps and as soon as I replaced them, the TV sprang back into life
The caps are 1000uF 16v and measured off the board are about 1uF, so definitely bad.

Yes, I saw his video. I have a complete install of Win 3.11 on mine, but that predates my ownership of the machine so I don't know if it is in there or not, though I haven't looked. I just fired it up and had a look, it seems to be just running a generic VGA driver in Win 3.1.1.
