*somewhere* in a drawer...gosh I couldn't even tell you what software programs the thing, is it in Quartus ? really can't remember

I've only used Quartus-II (version 13) so I can't tell you whether any later versions will also work.

I've got 17 & 13 installed

If you load this file in (use JTAG mode), it'll attempt to display a diagnostic picture at 50Hz.

Red screen with blue and white vertical bars: no vsync
Green screen possibly with one red horizontal bar: vsync

No worries! I hope it's nothing serious, my track record so far isn't looking good otherwise

You can also read vsync off the following 3 pins arrowed in blue.
