It is two capacitor in series on the primary side. They share the voltage. 325V (DC) peak / 2 ≈ 162V.
The PSU can be converted to 110/120V. The midpoint of both caps are then connected to Neutral on the AC side. They are rated 250V or 200V in the schematics as well.
