The really good news is that the board looks flawless - no evidence of rot anywhere at all. Caps all look good (but I will recap anyway).
There's <some> evidence of hand soldering on the VLSI chip under a microscope - but that might be factory rework for all I know.
CD32. If money was no problem - what upgrades would you do?

My list would be
1. Riser, Kipper2k etc.
2. TF330 (I would have said 360 but you already said its overkill for you.) I think that the TF330 is the sweet spot for the CD32 it gives you everything you need at a great price.
3. SUNRACE industrial Keyboard plugs into the ps2 port of the riser and is the best match I have found for the CD32
4. Amiga mouse (black if you can get one looks nice the CDTV version or Model 327 124 or even the new wireless tank mouse.
5. ESP8266 for WiFi connection.
6. Money no problem #1 The black 1084s sold for the CDTV looks killer with the CD32(I'm still looking for one)
7. Money no problem #2 original (I did not say official) CD32 Keyboard they are more rare than hens teeth.

That keyboard shows F11 and F12 keys, so it's not an Amiga keyboard.
Maybe a PS/2 which has had a large DIN fitted?
The only PC keyboards I have seen with large DIN connectors are old beige ones for early PC machines. I think they are called 'AT' communication. I have one in the garage with a switch, but I fitted a PS/2 style lead.
