Just a little update.
I did manage to get card 2 to detect ram after changing out the junk bus switches from Aliexpress.
That was after I first swapped the ram twice, and changed the CPLD with the C version but I got there in the end.

And the lesson is, children, never buy chips from AliExpress if you can at all help it, and assume that they're probably bad anyway.
