I would assume there is already cheap fan speed control is out there somewhere anyway which would do that.
I can recall buying fan controllers for non PWM systems back in the day, and they included thermal controls too. Sadly I no longer have any, but you might find some on ebay.

Everything is PWM and RGB these days, so old school fans are a thing of the past.

Thanks for all the ideas guys but I was too afraid to whack a big capacitor in haha, I've just put the original fan in for now. I just needed the right type of fan in the first place (PWM) so if I want it quieter I'll just have to buy a Noctua PWM.

If you just search for " silent fans" you will just basically get very low RPM fans anyway. Could be like 1,000 RPM or less. That is the only reason why they are quiet because they don't spin fast.
