No it doesn't wait on the floppy...or at least I got my boot screen up and quite a bit further than you with my falcon without the floppy installed.
I'm just running into other issues. My low density (chips on both sides) RAM which I thought was CL2 apparently is CL3...I think that might be part of my problems. So I can boot into TOS and even read floppy disks (after connecting power), but I run into issues that my hard drive isn't recognized and when trying to change resolution from Low.
I figure this is par for the course when working with low volume accelerators on old low volume computers. Look forward to hearing more how you progress and what you end up learning as well.

Does your compact flash appear in the ide devices? Mine does but then doesn’t boot. I figured because I’m using icd pro and read (forget where) that it doesn’t work with 060. Or perhaps I need to change a setting in that ‘bios’ like screen.

My CF card show up but doesn't boot. I've tried both HDDrive and PP's drivers, just to eliminate driver issues. More troubleshooting to come once I have a stick of ram that meets ALL requirements.

Ok a bit more movement from my side. I have sourced a stick of RAM that meets all requirements...per it's markings. Still having the same basic issue. Something that I've noticed thought when entering the CT63 settings menu is that most of the time the CPU and RAM details are completely blank. Any thoughts ideas? I do not have the clock patch installed. I do have the sugar-free 060 version and an 80watt pico psu that more than meets all the power draw requirements. Lastly, everything boots fine in 030 mode (and prior to the CT63). I'm currently using HDDriver for the CF card.
However about 1 in 10 boots these are fully populated....not sure if this means anything, but I thought it interesting.

I checked and do seem to get these details every time.
I also checked the video mode thing you mentioned. It freezes when settings 80 col, non-doubled lines.

I changed my NVRAM battery and a few things are working better. It was 2.8v before, which seemed to be enough to run the clock but not save to NVRAM properly. Now I can at least save the boot video mode and it tries to boot the compact flash - but failed probably due using ICD Pro.

Saving to other things doesn't work in the menu though. e.g. changing the cpu speed. It appears to store it when I do 'save settings' then 'reload settings' but its back how it was after a reboot!

Bizarrely with the NVRAM battery changed with no ram I can now hit reset and get the 'SDRAM not found' screen. i.e. I no longer need to start in 030 mode.
So its behaving more the like the usual 'reset' problems. Though I do have a 100uF on C7, so shouldn't have that. Must be something else wrong with power on reset I guess, better check the schematics...

I renamed auto and cpx ... and in 060 mode it boots to the desktop even with icd pro 6.5.5. :D
Quite crashy, but not too surprised since I guess some stuff is not 060 compatible. Or because my ram is 'on the edge'. e.g. gembench 4.0.3.
