Indeed. This was only meant so that the ST could be placed in sync with another video source so that they could be composited by an external piece of equipment.
I think the original poster has got synchronisation of the frames confused with the scan line timing, which are completely distinct and unrelated.

Added code to the MiNT kernel (still there the last time I checked) + put together MiNTOS.
