Cover off PSU might not be a bad idea, the amount of screws on that piece is crazy, perhaps Atari wanted the steel casing to give the whole thing a feeling of solidity!
As for RAM, the new set from exxos is I think 70ns so if there is ever a new booster for STE made available, I might be tempted.

Indeed, but some sort of CPU booster may still be on the cards once I've got it running nicely - at least RAM module speed compatibility won't be an issue with your newly manufactured RAM kit fitted
