Actually. Did you try a memory test in the range $40000000 to $44000000? The autoconfig just exercises the autoconfig path. Try the ram tests.

Anton, your card seems to be recognized & working fine in diagrom - as Stephen said the looping thing is a diagrom bug, so it really should be booting with a regular rom also. Do you get it listed in the Early Startup Menu?

There is hardly any difference with the PAL version. The MB crystal is slightly different, the RF modulator is NTSC version and the through hole caps are not mounted backwards. That's it.

Since the 14mhz signal is sampled at 100Mhz I can’t see that a few 100 kHz would make any difference to functional behaviour.

I have a PAL unit.
I will burn a DiagROM 1.1 tonight.
I will test the memory from $40000000 to $44000000.
The IRQ tests passed, I don't think the CIA test will pass from memory (I didn't think the CD32 had CIAs - or maybe you implemented them).
When trying to boot up with a normal ROM the screen sometimes goes from black -> grey, but I can't get to the boot menu with both mouse buttons pressed down.
With the jumper set to the DISABLESPEED the unit will start, but there are no boards detected in the boot menu (I assume this is normal).

The CD32 has CIAs (integrated in Akikio) and the tests passing is a critical indication that the clock syncing is working.
It doesn’t have the GPIO pins but the rest is there.
If you get the latest DiagROM run the A1200 IDE drove tests. It sounds IDE related to me.
