After ages thinking about it, I decided to bite the bullet, I ordered everything but forgot the CPU socket 😡
Is it ok to program the Xlinx at this stage? I guess so but wanted to be sure it was ok the apply power without the CPU.

You don't need a cpu in the board to program it but the board will need to be powered independently from the programmer ie sat in the Amiga socket and the computer powered up.

Well, something isn’t right, regulator is hot and so are the ram chips. Removed the chips and the reg is cool. The chips don’t read short or even low 😤

if the reg is hot then too much power is being drawn

Yeah the ram chips are on backwards... the small dot needs to match up with the white dot.

I noticed that as soon as I replied. All good now.
I can’t believe I did that, I’ve been working with electronics since 94, and it’s my job 😬
I feel like I massive dick now 😆
