Well, I'm back to it working on my phone via WiFi again so no real idea what changed to block & then unblock it.
Always logged in to the site if that makes a difference.

I just got an issue this morning with not being able to access atari-forum.com anymore immediately after trying to view a picture in a thread.
But now it is working again, so I guess somebody must have fixed something somewhere.

One of the ways tools like fail2ban work is they'll automatically blacklist you for a set period of time. I imagine that's what happened.

That's what I concluded as well. It's probably set to like 100 hits in 60 seconds or similar. A few page views and the count hits the limit. Load a page with lots of images and you hit the count sooner.
Its not simple as with forum pages the count varies depending on what the browser cached. JS, css, etc etc images can be loaded from the browser cache. So fewer connections if your visiting the forum regularly. A user who visits the same thread weeks later and the browser downloads everything, which is more connection requests.
I fell victim to similar as large pages like STF cover-disks does 100s of requests. Same with motherboard images on the wiki etc.. Mix in multiple pages users open at once and rate limiting becomes basically pointless :P

If the server time is wrong, it might prevent access.

Still weeks of absolutely no access for me still...With or without VPN. :(
