If I have Read Disk Config. ticked it gives a can't write fat error, but if I untick that and specify 09/79 it works. Sounds like you just need to format 9/79 then as if anything else doesn't work, then your drive must be pretty bad not to even support 10 seconds or 82 tracks.
EDIT: The default preset button does 9/79.
