Atari 1200xl video sync issues

Greetings folks,
I picked up a 1200xl 2 weeks ago from a local seller here (facebook marketplace) as working. It "kind of" worked initially. It would output a video signal that seemed to have trouble syncing and would flicker up and down vertically on the screen gradually getting worse and worse and eventually crashing. Given that it was only $75 for aa 1200xl that came with a bunch of cartridges, and a cassette drive, I'm not complaining.
Since I have an 800, 800xl and 65xe, I was to be able to swap out all the various chips and test them. All chips are good. I've recapped all board capacitors and checked the board for dry solder joints reflowing many just in case which fixed the eventual crashing (been running M.U.L.E. now for about an hour straight). However, the vertical flickering still remains albeit pretty minor...still annoying.
I've done the google due diligence and haven't found anything...I thought I'd see if anyone here has seen anything similar and could point me in a direction. I'm considering adding a UAV board (have one on my 800xl and LOVE it) hoping that it might help, but am wanting to try and avoid just throwing $$'s at the problem.
Any thoughts?
