testing caps with multimeter.

hi quick question
if im using a multimeter on a pcb from ground to 1 side of a cap should be high resistance and other usually low.
so either both short or open is indication cap might of blown even though looks ok .

Resistance of a capacitor starts at zero and rises with resistance as it charges. If resistance is very low ohms all the time then capacitor is shorted. But also parts should be removed for testing as other parts of the circuit can cause problems.
