So there is something wrong with that buffer IC.

With inputs low, outputs were not correct for TTL - less than 3V.

When I removed the IC and socketed it, I randomly tried it again (since I have not found a replacement yet) and the machine woke up unexpectedly, started booting GEM.

I have left it for a while and its started being flaky again but when I heated the IC with the soldering iron it's again booting GEM and outputs are 4.8V.

The IC seems to be damaged in some way, I'll need to find a replacement to confirm properly.

There is still something funny with the power-on reset sequence vs reset button - but I'll come back to that later. I need to figure out how to rig up storage so I can make sure the machine is mostly working.

I should also spend some time with the diagnostic cart now that the remaining ICs are restored.

...and the daughter board has not been tested yet either.
