And have you tried to see if it will boot either rom images? it won't boot tos2.06 as I'm sure you know, without the decoder but 1.04 should be fine.

Not fitting the DS chip won't prevent the machine from booting. You either have to fit the DS chip or jumper to use the ROM port.
Do you know if that falcon RAM board actually works?

The guy on eBay said it was tested and working ;) and I think he's on this forum too. I will double check how he tested it. I've no way of testing it at moment ;) no hurry I guess.
I will check the solder on the bottom of ram board today.

Saga continues
Still low voltage on pin 17.
Reflowed solder on bottom of pcb for memory and also top of memory card.
Fitted the clock chip anyhow, did the solder pads Next to keyboard connector.
Just received serial port in post although not much point if cpu halts :(
I've messaged the memory guy this morning to ask how it was tested.i

@alienkidmj12 please remind me, do you have access to an oscilloscope?
Have a good look at the cpu, glue, mmu and rom pins, make sure they are all straight and that when they are in the sockets, seem to be making a good connection. Also remove the blitter if you have it installed and jumper the no blitter pins.

serial port added
blitter removed and jumper fitted - same result-low voltage
no occiliscope, just volt meter
the 4 ic under psu look correct, and aligned

@alienkidmj12 ok, so we need to rule out the ram but other than that you might need to send it to someone to diagnose I think.
It is going to be something silly, it's just working out what that is.

I can't remember if you've already worked through all of this yet, its from the H4 but the majority of it is the same
