Ok, burned KS 3.2 - 1D4 is not booting no matter 3.1 or 3.2
it's an Escom Model with Gayle -R5, HP LISA & Budgie Rev.0

Just throwing in an idea - it's not about that clock bodge that Commodore fitted is it? They did it so many different ways between boards (even same rev from what I've seen). In this area here:-

The weird bit is the approach is the same on TF330/360/1260 and 1230... So its a little confusing why the issue it is there in only one board and only on the 030

So that resistor bodge is pulling the CCK CLK line up to Vcc? Presumably trying to improve rise time/drive strength?
Would be interesting to see that signal on a scope with/without the resistor bodge.
EDIT: so it's cheaper version of this fix which used a clock buffer chip:

indeed it is a bit confusing, Blizzard IV 1230 ist working on the same setup... 🤔
Additional IDE is completely disabled atm, right?
