Forgot to post back here, I discussed this with Pavel at your suggestion and he is looking into it. He told me there is actually a wide trace of >50mil width of copper for 5V. Though the routing changed to allow the ATX power input to be the right way round on the new boards. I calculate that longer route + possibly 0.5 oz/sq ft (common in internal layers) probably explains the resistance. Anyway he is checking it applies to other pcbs, it could just be a defect on mine. Lets see what he finds.
On another note I finally got some PCBs made for the original topic of this discussion. They delay the 5v power on by about 150ms which allows it to power up every time in 060 mode. I posted a prototype veroboard version earlier, but its much easier to solder that tiny chip with a pcb! Small ~1cm^2 board, which connects inline to 5v then needs a wire to GND. I'm going to crimp up a wire to try a pico PSU with it. It works on 3 other PSUs I tested though.

It’s ok for the Falcon alone +/- CT60. If using heavy peripherals then might need higher current.

Btw do you still have some of those left? Me and one other fellow have a very similar problem with our (newly produced) CT63s:
