Looks blown to me but check it with a multimeter in continuity mode, you shouldn't get a beep, just open circuit.
Also, there is a ferrite core next to it, L204 it looks like, and it looks like the right hand end (In the photo) has a dry joint.

Okay, I removed the fuse and tested it for continuity on an Extech multimeter.
I'm getting nothing. Nada, zilch, zero. Looks like it's dead Jim. :)
So now to get a new one...

Oh just curious - do I need to worry about *why* that fuse blew?
Or is that something I need not worry about unless I put a new one
in and it blows.

Got it. Got the new fuse in and replaced the old one:

And it seems to be working fine now. The Robokit cartridge
