Indeed. I wonder how it affects manufacturing your own PCBs using PCBWay assembly for example (if you're in the EU)?

Would anyone in the EU have to get their own hobby projects tested?

The answer is yes.

I think the entire open source community has just been written off...

It will affect all small sellers/businesses in and out of the EU.
Obviously, within the EU nominating a rep is easier but you'd still have all the compliance.
Indeed... reading the document it sounds like something draughted by big businesses with the idea of putting small businesses, especially repair shops, out of business. I guess that it was wrapped in the standard, "Think of the children! We need to keep them safe." spin.
It's more "stop chineses seller from Ali**press/bangg**d/T*mu/whatever" to sell dubious cheap thingies to EU citizen. And yes, small/hobby businesses are collateral damages. (well, as a French citizen, I believe that the idea of small/hobby business is already killed by social redistribution taxes -that I am totally for as a citizen, but it kills any yearning to create my own shop as a side activity to my regular day-job anyway-)

This sounds like an attempt to clamp down on the dangerous crap coming in from China on Ebay and Aliexpress as a bit of consumer protection legislations.

In general it's something I'm in favour of, but it does sound like it's could cause some unintended consequences initially.

I think it may be one of those things needs a few months to shake out. Like GDPR. Remember the scare stories over that? The little old man who does a few clients' gardens isn't allowed to keep a notepad with their details on?

It was always rubbish, of course. Laws being interpreted by non-lawyers in an attempt to comply before proper guidance can be inferred.

I'd suggest don't overreact and let it play out.

But what about other companies like Mouser etc...

The documents on all this are huge, as you would expect. I don't have the time / energy / patience to try and figure all this out. I have enough battles on my plate as it is. However you look at it, at the very least its going to cause people like me unnecessary work. At some point last night I read they want safety documents sent with items printed in the destination country language. So how would I even cope with all that paper work alone ?

I'm just going to shut down EU sales, if things improve to some sort of sanity in the future, I can open EU up again, but right now, I have better things to do with my time than get involved with all this crap.

While I generally agree, I'm still surprised that this got passed without at least a few exemptions. It seems to affect even someone selling hand made t-shirts, jewellery and art for example. The fact that it impacts EU citizens themselves so much is surprising.

But as you say, I'm sure it may get easier/clearer with time. Compliance may be no more than a PAT test - it's just not very clear. There are already companies offering services to act as representatives. I've seen figures like £300/year for the service. Whether it's worth the cost is another thing.

I want to know how they are even going to enforce it all ?

I can only assume a lot will continue sending to EU as they simply know nothing about it. Likely it will be unnoticed for some time.. Though the EU have to have some plan surley ?

Customs is going to be a nightmare if they are going to check every package for compliance. What will they do, reject all those packages and start dishing out fines ? Who the hell knows.

This is what ebay has.

Effective from December 13, 2024, the General Product Safety Regulation (GPSR) aims to ensure the sale of safe products to buyers in the European Union (EU) and Northern Ireland (NI). This regulation applies to both new and second-hand products sold in these markets, and it introduces specific requirements for businesses regarding product safety information.
