Here is a photo. I tried soldering a proper jumper in place and unsurprisingly it did nothing.

I would check the output voltage on pin 8 and pin 12. If the inputs are working, then maybe a problem with the pullup.

Pin 8 and 12 on the LS07 chip? 4.5V and 1.3V.
