Can't you just do jumper wires to disable chip? This way you can play all regions without need to open it up.

The mod of removing leg 4 of the lockout chip doesn't change the frequency of the games between 50 / 60hz, it just allows them to run. To swap between pal 50hz and NTSC 60hz you have to swap the CPU, PPU and crystal. I guess you could piggy-back the chips and enable/disable them via the VCC pin but the stack would be too high when combined with the NesRGB board I installed.
