@Steve is right. It's not a good idea to slow down PSU fans. I'm not sure what the airflow is of the Noctua fans compared to the similar sized fans. Normally " quiet fans" simply run slower so they don't make as much noise. Though I never specifically looked at the Noctua specs in great detail anyway. But something to bare in mind anyway.

I think it's important to note that having the fan blowing outwards is better. Some turn them around thinking blowing cool air inside the case is better. But it's not.
It may initially keep the PSU cooler. But your blowing warm air from the PSU inside the case where heat can build up over time. Once heat builds up the ambient temperature effectively is higher and the PSU runs hotter. It's a viscous circle. So it's always better to suck the hot air out of the case and PSU.
I don't think anyone has done any tests on fan speeds Vs temperature. But indeed don't run the PSU without a fan. Best to lookup the airflow rating and replace with a similar spec. Albeit quieter if possible. Should be easy to replace the older ballbearing fans with a fluid bearing type etc.
