I will share this here, as most people suggesting using Raspberry pi 2+ for programming cplds.

It can be done without any issues, I managed to set up exactly in the same way as RPi2+, it is slower, and requires patience for set up, but it can be done.
This would make cheapest solution as board cost £9 delivered, and in my opinion it is easier to set up than chineese Xillinx cables.
Board can provide 3.3V as well, so programming of most cards can be done without power supply circuit, so basically just after soldering cplds to the board.

I have only ever used a dedicated pi zero W. I just connect it, power it up and 30 seconds later SSH into it and program the CPLD's.

It's simple and effective for sure.
